In 2014, the United Nations Joint Program on HIV/AIDS (UNAIDS) set ’90-90-90′ targets by 2020: 90% of people living with HIV in the community know their HIV status, 90% of people living with HIV receive antiretroviral therapy (ARV) and 90% of people on treatment have a low, stable HIV load that is less likely to infect others.
Vietnam is proud to be the first country in Asia and the Pacific to commit to this 90-90-90 goal and has made effective progress over the past decade, saving 150,000 lives from muscular diseases. AIDS-related associations.
Despite the above results, there are still nearly 11,000 new HIV infections and 8,000 AIDS-related deaths each year in Vietnam.

COUNTDOWN
To reach the 90-90-90 goal, we need to act fast! Since 2016, LIFE Center has been implementing the project “Strengthening Southern HIV Prevention Community Connectivity” in Vietnam (funded by PEPFAR) and created a performance improvement mechanism named “Co-operation”. countdown pool” to enhance detection of HIV infections in high-risk groups.
Unlike the previous performance-based approach, the “Countdown Timer” approach does not set specific goals for each community organization (CBO), eliminating time and geographic constraints to achieving the goal. target and allow CBOs to expand their reach.
The visual and iconic “Countdown Timer” is intended to motivate all CBOs to operate at full speed and work with a serious attitude while the Timer Counts down to the deadline (similar to countdown on New Year’s Eve!). With this new mechanism, LIFE Center has helped CBOs detect more HIV-positive cases in a short time.
During the first quarter of the USAID 2019 fiscal year (October 1, 2018-December 31, 2018), the LIFE Center project team found 734 new HIV infections in Ho Chi Minh City, halving compared with similar cases found in fiscal year 2018.
QUOTE
“With this new mechanism, we are not limited by the goal of finding HIV-positive cases, but are encouraged to find as many cases as possible,” said Mr. Son Le, CBO G3VN team leader.
Another CBO Aloboy outreach shared: “The countdown timer allows us to take a community approach, be creative and flexible, and utilize resources appropriately.”
The “countdown timer” has proven to be an innovative and cost-effective performance-based mechanism to help Viet Nam rapidly track the achievement of UNAIDS 90-90-90 targets.
